Conservation Commission
Meeting
November 20, 2003

Hank Langstroth Acting Chairman, Stephen Cremer, Stephan Glicken, Katherine Roth, and Peter Holden, were the members present. Janet Dunlap arrived at 8:30 p.m.

Paul Lauenstein, member of the WMAC, was present in the audience.

7:45 p.m., N.O.I. Hearing Continuance, Marcy Singer. Proposed installation of a new septic system and addition at 11 Owl Drive. DEP File # SE-280-444:

Applicants - Marcy and Craig Singer, Gordon Hughes - architect for the proposed project, and James Miller- engineer from Miller Engineering, appeared before the Commission.
James Miller submitted a revised plan entitled, Proposed Repairs to Existing Sewage Disposal System, dated September 19, 2003 to the Commission.
The Commission reviewed the revised plan showing the footprint of the proposed octagon shaped addition.
      At the edge of the existing screened porch, a new 12' deck is proposed that would continue around to the other side of the house and connect with another proposed new octagon shaped deck located at the rear of the property. Each of the proposed decks would achieve access to the screened porch.
There is a 2 ½' disturbance on the 50' No Build Line in the rear of the property from the proposed new 6' wide, octagon shaped deck. The proposed deck would be constructed from pressure treated wood and have tube type footings. The deck boards will have spaces between them to allow water to drain through.
Flowerbeds and shrubs are proposed in the area around the octagon shaped deck.
In an effort to reduce the limit of work, the Applicant has moved the hay bale line closer to the new construction.
Jim Miller explained that the infiltration galleys for the octagon shaped roof drains on the proposed addition are not shown on the revised plan, as the architect's plans for establishing the location of the roof drains have not been completed.
Jim proposes that the drainage system would consist of the standard 4" diameter-leaching pit with a 4" PVC pipe leading from the downspout into the leaching pit.
The grade of the lot will remain the same for the proposed project.
Peter requested that the hay bales remain in place until the start of construction.
Hank requested that the Applicant provide Greg with the roof drawings as soon as possible.
Hank called for a motion to close the Hearing pending the revised plans.
Peter moved. Stephan Glicken seconded. Voted. Unanimous.

8:00 p.m., N.O.I. Hearing Continuance, Peter Dangelo, 140 Maskwonicut Street. Driveway site preparation. DEP File #SE-280-431:

Due to the absence of the Applicant, the Commission agreed to continue the Hearing upon the Applicant's request.

8:05 p.m., Approve Past Meeting Minutes:

Hank called for a motion to accept the November 6, 2003 Meeting Minutes with corrections.

8:10 p.m., Rick Merrikin, American Engineering. A preliminary conceptual discussion regarding the Redevelopment of the Sansone Gravel Pit, at 15 & 55 General Edwards Highway:

Rick Merrikin, engineer from American Engineering, and Attorney Joel Fishman, appeared before the Commission.
Rick presented an overview of the pre-development plans proposed for a Lexus Dealership establishment on the property, and discussed the present conditions of the site with the Commission:
The soil consists mostly of processed gravel material, as the site was previously
used as a gravel pit.
There is a perennial brook running through the property and it is approximately 10' down from the existing grade. The bank of the perennial brook is mostly wooded. A botanist will be hired to inspect the brook.
      Mitigation from the perennial brook goes through a pond/dam at the Walpole
      Country Club and flows towards Walpole Center and empties into the
      Neponset River.
The location of the proposed building is 115' from the perennial brook.
The front of the proposed building would be level with the roadway and the
service area of the building would be 18' underground.
The design plan includes a septic system and well on the site, however, they
propose to investigate with the Town of Walpole regarding water/sewer
hook-up.
Rick intends to file a N.O.I. with the SCC in January 2004 regarding the
proposed project.
The Commission stated the following recommendations to Rick Merrikin:
Test pit borings should be performed in the areas of the proposed building site
as well as in the gravel pit areas.
The proposed building should be kept out of the 100' Buffer.
Proposed Plans should include a plan to protect the wetlands, (in the event that
antifreeze and other liquids might overflow from the vehicles in the bay areas of
the proposed building, consequently contaminating the wetlands.)

8:40 p.m., Other Business:

Rattlesnake Hill Update:
Greg distributed a draft of the Rattlesnake Hill brochure to the members of the Commission, and explained that the Finance Commission is sending the final figures to John Haederle.

Special Town Meeting Warrant Article - Proposed rezoning of 21 parcels on South Main Street:
Greg presented the Commission members with a copy of a memo sent to the Sharon Planning Board from Larissa Brown regarding the proposed rezoning of 21 parcels on South Main Street.
